От января 2009 UKRPROMBANK остановил все суммы погашения долга банковских депозитов к вкладчикам даже после истечение срока депозита. До того, как настоящие вкладчики времени (2009 августа) не могут получить свой собственный возврат денег.
Специфические особенности Украинского законодательства - такое, что Фонд для Депозитов Гарантии Естественных Особ (ФГВ)может начинать возвращать деньги вкладчикам проблематичного банка только после Национального Банка Украины начинают процедуру ликвидации сказанного проблематичного банка и вспоминают его лицензию.

- это всего лишь констатация факта несовершенства украинск. законодательства.
- а подпишут : те сотни вкладчиков,которых вы каждый день мордуете , требуя принести справки,свидетельства о смерти и т.д.

We, the initiative group of clients-depositors of the Ukrainian bank “UKRPROMBANK Ltd.”, are compelled to appeal to Your Honourable international organization/institution/mission in the connexion with the extraordinary emergency that has arisen around UKRPROMBANK.
Our fundamental human rights and our constitutional rights stated in the Constitution of Ukraine are brutally violated. To our greatest sorrow the government and the highest institutions of Ukraine: President, Prime Minister, General Prosecutor, Parliament (Verkhovna Rada), National Bank of Ukraine are ignoring our complicated and painful problem in spite of our numeral appeals to them.
The Ukrainian Government and National Bank of Ukraine officials called UKRPROMBANK a systemic and crucial for Ukrainian banking sphere. UKRPROMBANK was referred to as “Saving bank” due to the number and volume of accumulated deposits: more than one million natural person depositors and approximately seven billions UAH in deposits. Moreover, at the time the deposits were made UKRPROMBANK was a member of the Fund for Guaranteeing Deposits of Natural Persons, the government institution.
From January 2009 UKRPROMBANK stopped all the repayments of the bank deposits to the depositors even after the deposit term expiration. Till present time (August 2009) depositors cannot get their own money back.
The specifics of Ukrainian legislation is such that the Fund for Guaranteeing Deposits of Natural Persons can start to return money to depositors of problematic bank only after the National Bank of Ukraine begin the procedure of liquidation of the said problematic bank and recall its license. But NBU do not follow with this step. The government and the highest official institutions are satisfied with current undefined situation regardless of the sufferings that wide strata of Ukrainian population face that are now unable to use their money for which they relied upon. Furthermore, UKRPROMBANK with its widespread network of branches and numerous staff is continuing to quasi operate using the remains of depositors’ money for its current expenses.
We ask you to exercise all means available to you to influence our government officials so they would solve the problems of UKRPROMBANK and other problematic bank in Ukraine.
It should be noticed in communication with Ukrainian officials that all their pledges about banking sector stabilisation and re-capitalisation of Ukrainian problematic banks are not true. Only 3 (three) relatively small in comparison to UKRPROMBANK banks are re-capitalised: Ukrgazbank, Kyiv, and Rodovid. Only now their depositors are just starting to get their money back. The depositors of another big systemic bank, Nadra, face similar problems as UKRPROMBANK’s depositors.
We kindly remind You that there are more than one million of us, UKRPROMBANK depositors, together with our family members. Among us there are many of those who urgently need expensive medical treatments and operations as well as those who have their big families in strained circumstances and cannot use their own money.

Ми, ініціативна група вкладників українського банку ТОВ Укрпромбанк вимушені звертатися до вашої поважної міжнародної установи/інституції/місії у зв’язку з надзвичайною ситуацією, що склалася навколо Укрпромбанку.
Брутально порушуються наші фундаментальні права людини та права, закріплені Конституцією України. На наш глибокий жаль найвищі посадовці та інституції держави України - Президент, Прем’єр-міністр, Прокурор, Верховна Рада, Національний банк України ніяк не вирішують нашої болючої проблеми, незважаючи на наші чисельні до них звернення.
Керівництвом держави та Національного банку України Укрпромбанк називався системним для банківської сфери України та таким, що має статус ощадного через величезний обсяг притягнутих вкладів фізичних осіб - біля 1 мільйона вкладників фізичних осіб та загальний об’єм вкладів біля 7 млрд. грн. Також на час розміщення наших вкладів Укрпромбанк був членом державної установи - Фонду гарантування вкладів фізичних осіб.
З січня 2009 Укрпромбанк припинив повернення вкладникам депозитів, навіть тих депозитів, термін дії яких збіг, і дотепер (серпень 2009) люди не можуть отримати своїх грошей.
Український уряд не затверджує рішення рекапіталізувати Укрпромбанк і таким чином нормалізувати повернення депозитів. З іншого боку, специфіка законодавства України така, що Фонд гарантування вкладів фізичних осіб починає виплати вкладникам проблемних банків лише після початку НБУ процедури ліквідації та відкликання ліцензії банківської установи, але цього кроку НБУ також не вживає.
Владу задовольняє такий невизначений стан, але ж страждають величезні верстви населення, які розраховували на певні терміни повернення вкладів для спрямування коштів на свої потреби. А Укрпромбанк з широкою мережею філій, відділень та штатом співробітників продовжує нібито працювати, розтрачуючи залишки коштів вкладників на свої поточні витрати.
Просимо вас вжити усіх можливих вам заходів впливу на наших можновладців з метою вирішення проблеми Укрпромбанку та інших проблемних банків.
Також враховуйте у спілкуванні з українськими керівниками, що всі їх запевнення про стабілізацію справ у банківському секторі та рекапіталізацію проблемних банків не є правдою. Рекапіталізовано тільки 3 банка, невеликих у порівнянні з Укрпромбанком, – Укргазбанк, Київ та Родовід. Кошти вкладникам цих банків ще тільки починають повертати. Вкладники іншого великого системного банку - Надра зтикаються з тими самими проблемами, що й вкладники УКРПРОМБАНКУ.
Просимо не забувати, що нас Вкладників УКРПРОМБАНКУ разом з членами їх сімей більше ніж 1 мільйон осіб. Серед нас багато хворих, які невідкладно потребують коштовного медичного лікування й операцій, а також незаможних багатодітних сімей, що не можуть користуватися своїми грошима.
