Многие, из тех, кто уже мог-бы что-то себе взять, продолжают сидеть в аренде, а приток новых мигрантов в НЙ постоянный. 2. НЙ, и штат и город, это город максимально защищающий арендаторов. Фактически, арендатор может почти год жить и ни за что не платить до выселения. Кроме того, в домах построенных до 1974 года, а 90% жилого фонда НЙ это старый фонд, действует либо рент контрол (нельзя поднимать арендатору плату более чем на несколько %% в год до смены арендатора) либо рент стайбелейзд (вообще нельзя поднимать более чем на небольшую величину ни старому ни новому.
